this board turn on fan, but not video, not usb data. I already programmed bios, problem persists

Check all SPI Bus Series Termination resistors and traces.
You can try heating CPU, adding quality flux; in case of accumulated crap underneath.

There is a communication issue, once platform reset is released.
Very likely CPU problem.
Check if all voltages from page 11 are present.
