the computer restarts for 13 seconds
no sound during startup

PRAM reset.... nothing changes
attempting to run in SMC bypass (the fans are running at full speed, no startup sound, no picture and no picture backlight, power consumption 20v 2.5a)

Is that enough to say damaged GPU CPU ?

2.5A is too much, considering battery is not connected.

Do you get voltage on all coils, including CPU core and GPU?
PLT_RESET_L comes high?
Try known good BIOS, just in case.
 
after uploading the bios from you, the laptop starts no backlight and image chime.

This is not an exact science.
We don't have the test tools like the manufacturer.
GPU can also fail, or RAM.
Could be even just a cracked resistor, or trace.
You can test BIOS and inspect the board.
Changing CPU power supply chips I don't think to help in this case.
