820-00164 Only provides a 1/4 fan spin

I just got my Medusa-2..... doesn't seem to be able to read the BIOS.

Step 1. Using the 'Red Easy Flash' A4160 adapter with the arrow facing up or towards the back of the motherboard.
Step 2. I added the battery to the motherboard, noticed the Easy Flash light turned a dim 'blue'.
Step 3. powered the motherboard via the apple charger, noticed the Easy Flash light was a bit brighter 'blue'.
Step 4. I plugged in the USB cable to the Medusa-2.

With the switches set to the default setting of mode 0, all of them off. The display showed either 'No chip seen (L)' or 'No chip seen (H)'.

I know that I checked all the SPI BIOS Termination resistors, so am I to assume that I might have missed a bad trace?

Remove the battery and connect charger only.
Then connect USB cable to Medusa and plug into J6100 (Mac already powered up).
Respect arrow sense, to the backside.
Sometime needs to disconnect/reconnect the charger.

Lastly, I don't use charger at all.
I just inject 3V from Medusa to 3V3_SUS in the MLB.

Ok, I was able to connect...read the previous ROM and save it via my USB programmer. Loaded the ROM provided with Clean ME into Medusa-2 and wrote the BIOS back, then disconnected the power and re-connected.....still getting 1/4 fan spin.
 
Yes, I just tried that as well...power supply goes from 0.02 to .200 Amps spins for about 1 1/2 secs then power drops and fan stops spinning....and this cycle repeats.
