hi, this board came in dead, looking very pristine
ppbus 8.6v
i got 5v on pp3v42 and ppvrtc_g3h ( yes im sure its 5v )
pp3v3_s5 is cycling
no pp3v3_S4
pp5v_s5 is 5v but not reallystable
pp5v_s4 0v
never seen anything like this, any advice ?

Check R7095/96.
You may need to play with them, according with Vout formula; decrease R7095, or increase R7096.
If no change, replace U7090...
