What about ALL_SYS_PWRGD and L7310/20 voltage?
Test first removing Q8150.

Removed Q8150 and there was fan spin, board came alive, also checked the resistance of the voltage dividers in the circuit they were all intact, at U8150/5 is grounded, U8150/7 is 1.07V and U8150/1 is 0.9V. That pin5 shouldn’t be grounded I check the voltage divider resistance in that circuit they seem intact.

Q8150 is a redundant protection.
You can let the board as is, if works.
But shouldn't be too difficult to fix pin 5 issue.
What is R8151/52 common point voltage?
If good (1V aprox), change R8153 and/or Q8150.
I no ggod, check 5V_S0 presence at R8151 pin 1.
