PLT_RESET_L seems to be pulsing slightly a few milivolts when connecting charger,but im not sure.

Trigger SMC_ONOFF_L and check its reaction then...

Is not pulsing.

Check for pulse at CPU_VCCST_PWRGD and CPU_VR_READY.
Trigger SMC_ONOFF_L repeatedlly, if needed.
The best way to catch fast pulse, is using o-scope.

Yes, they pulse to around 200mv and 80mv respectively. Don't have access to o-scope.

Few mV only, is not a good confirmation.
You probably have a PCH problem...
