Inspect U7090 area for corrosion and check all its surrounding caps and resistors.
Post diode mode to ground at L7095.

A bit low, if measured with cold board.
Usual value is aprox 0.300 in diode mode (red to ground).
Check again removing U5110.
Did you reball SMC?

Compare with the reading from good board.

In this case, 3V42G3H power rail should be good.
The problem must be on U7090 area.
Check its traces, solders and surrounding components.
Pay atention to C7094 and R7095/96.

What is the actual voltage at C7098 and pin 1 of R7096?
Compare voltage and diode mode readings with another multimeter.
Play with R7095/96 values to adjust output voltage.
