Clean Board no short to ground in any rail.

PPBUS_G3H = 8.56V
PPVRTC_G3H = 3V
RTC_RESET_L = 3.3V
PCH_SRTCRST_L = 3.3V
PCH_INTRUDER_L = 3.0V
PP5V_S4RS3 = 0V
PP5V_S5 = 5V
PP3V3_S3 = 0V
PP3V3_S5 = 3.3V
PP3V3_SUS = 3.3V
PM_RSNRST_L = 3.3V
PP3V3S3_EN = 0V (no pulsing)

SMC_ADAPTER_EN = 3.38V
SMC_PM_G2_EN = 3.38V
PM_PCH_PWROK = 0V

Without Flex Cable:
PM_BATLOW_L = 3.3V
PM_PWRBTN_L = 3.3V
PCH_DSWVRMEN = 3.2V
PD_DSW_PWRGD = 3.3V

PM_SLP_S3_L = 0V But Pulsing after SMC_ONOFF is trigged
PM_SLP_S4_L = 0V No Pulsing after SMC_ONFF is trigged

PM_SLP_S4_L MUST pulse before S3!
Please re-check that...

If PM_SLP_S3_L really pulses, then check for pulse at all S0 power rails; maybe not VCORE.
Also check ALL_SYS_PWRGD.

Try to start in SMC bypass too.

ALL_SYS_PWRGD = 0V

Re-Checked:
PM_SLP_S3/S4_L = Pulsing to 1V after SMC is trigged and goes to 0V
PP5V_S0 = Pulsing

SMC bypass nothing happen

Not only 5v_S0.
Also check all S3 power rails.

You may have short on a secondary power supply, if no pulse at all at ALL_SYS_PWRGD.

I checked all that also for short to ground.
Here is the funny thing:
When i removed the U1930 , I Got all the missing rails back, but still not getting USB activity.
The CPU gets warm after 2-3min.

Without U1930
PPVCC_S0_CPU = 1.05V
PP3V3_S0 = 3.3V
PP5V_S4RS3 = 5V
PP5V_S0 = 5V
PM_SO_PGOOD = 3.3V
ALL_SYS_PWRGD = 3.3V
CPU_VCCST_PWRGD = 1.01V
J1800 is clean.

I replaced U1930 times already. I get the rails back ONLY without U1930

If U1930 is soldered, do not get pulse (at least) on pins 1, 2, 4?

"PPVCC_S0_CPU = 1.05V"
It should be 1.8V aprox...
