If you wouldn't mind, would you care to briefly explain why you had me test all of those lines? I have been following along with the tree that you sent at the beginning, but hearing it directly may help me understand even better.
PCH requires some basic signals and voltages, in order to start power on sequence.
In fact, it doesn't reply to power button at all.
All previous checks assured that PCH receives all these.
