Check if board still works with your backup.

Hi, it works with my backup. I tried another same model bios but no luck. Do you think try one more other bios?

00165 boards much more picky with BIOS. Did you even try to perform a clean install of High Sierra when you had a working (bootable) BIOS?? Installing High Sierra will correct ME region automatically, as long as unit will boot to installer.

Did you reflash original chip, or used new chip?
00165 requires chip with Quad Enable (QE) bit enabled...

I used original working board bios chip and boot from high siera and it works for couple of hour but now again this is not boot up , shows stop sign. This is terrible and i am surprised.

So you get stop sign, not restart, or stuck on logo?
Then disconnect all devices, keep only LCD and SSD.
Use external mouse/keyboard for test.
Test it with your USB OSX too.

Try to load USB osx ( Siera) and it stuck on logo at end of the Bar during upload osx ,disconnect KB.
