Pin 9 looks good, as R7121/22 too.
But components and traces for pins 7/8 are pretty ugly.
Clean that area and check/replace R7115/16 and C7115/16.
Aso take a look to R/C7142.
All these are involved in charging process.

Pretty sure I found issue. The Trace between r7115/16 to c7116 is not making a connection. Should I try laying in a wire jumper?
Follow schematic and rebuild the traces correctly.
Test points get corroded usually.
Be sure to have good solders on the components pins.

Forgot to update this. Came down to rebuilding some traces. Thanks again everyone
