820-00165 CPU heats up, draws .35A

Came in from another shop. Liquid damage was cleaned on U1950. Replaced chip, repaired 3.42 supply trace.

U1950 seems good:
1. ALL_SYS_PWRGD: 3.3
2. CPUVR_PGOOD_R: 3.3
3. SYS_PWROK_R: 3.4
4. GND
5. PM_S0_PGOOD: 3.3
6. SMC_DELAYED : 3.4
7. PM_S0_PGOOD: 3.3
8. 3.4 present

Problem is no display or boot. No USB activity that I can see.
I get fanspin, no chime
PM_SLP_S0_L : 3.3
VCC_S0_CPU stays at 1.8
1V05 present for PCH
PP3V3_S0SW_LCD_UF : 0 (known good screen attached)
EDP_PANEL_PWR : 0

No reason to search for image, if no USB activity at least.
Do you get PLT_RESET_L?

Possibly accumulated crap underneatch PCH/CPU...

As an aside: Would it be OK to use my hot air station with a large nozzle or should I only use oven to reflow cpu?

lol so i got impatient, and tomorrow's the day i'm supposed to tell the customer if it's fixable or not.

reflowed the CPU at around 350c, with a lake of flux and full airflow. I paid attention to the CPU pcb mostly, kept away from the CPU die itself but did hit the pch die area after i felt like the sides were good not for too long mind. It boots, but is missing backlight. I'll fix that in a jif.
