820-00165 .. DC reading abnormal

sir , today i recieved a motherboard 820-00165 , someone touch in bios . when i connected with DC power supply ,dc reading was 0.030 - 0.450 - 0.515 - 0.614 - 0.593 -0.400 - 0.030 . and this is continue same reading .

820-00165 bios

I have a 820-00165 originally w.d. It would chime then a black screen would appear for around 15 seconds boot is slow and got stuck booting tried cleaning ME no change tried new bios and it was fine after pram reset but currently doesn't have the correct s/n was wondering if you could help me...

820-00165 Vcore Present, CPU Warm, No Chime

Hello all! Got an 820-00165 board here that has all power rails, CPU gets warm, but no chime. Suspecting maybe BIOS IS BAD, however every link I found here on the forum are broken. Could anyone pls send me a known working file?
