I assumes when u 1950 outs PM_PCH_SYS_PWROK system not getting on
is it may be the issue of smc or pch

Resolder U1950 and R1962; be sure all pads and traces are good.
Check for pulse at pin 3.
If no present, check at pins 5 & 6 too.

Don't remove them again!

Do you get any pulse at PLT_RESET_L?
Also check at CPU_VCCST_PWRGD and CPU_VR_READY.

Did you test SMC bypass?

yes getting pulse ar PLT_RESET_L
also 1.05v pulse at CPU_VCCST_PWRGD and 0.9v pulse at CPU_VR_READY

What about SMC bypass???

Also check for pulse at all voltages from page 11.
Be sure all series resistors and coils are good.

"No response in sms bypass"
Don't you get at least same pulse symptom like in normal mode?

Any fault history available?
Do you get a pulse any 5 seconds, or just 1-2 pulses when connect the charger?

No response in SMC Bypass
No history available but not liquid damage no corrosion
No fan spin at all
Getting all voltages for some seconds when switching 'SMC ON OFF L'

When connect the charger, get 1 pulse, or cycling every 5 seconds?

Check for pulse at all power rails from page 58.
