I found R1950 and R1962 corroded thought that's where the problem is but still the same after I replaced them..

You should check signals and voltages when the fan spins.

Did you try SMC bypass?
Pins 7 & 3 of U1950 pulsing?
Remove and resolder U1950, just in case.
