820-00165, green/orange light OK, no FAN spin

the board no water damage, it came with short on PP3V42_G3H near SMC i was fix the short and reball the SMC.
now green and orange light but no fan and nothing on SMC bypass.
3V42 - 3.4v
PPBUS - 8.6v
PPVRTC - 3.2v
5V_S5 - 5.0v
3V3_S5 -3.3v
3V3_SUS - 0.8v-1.3v playing up and down
PP1V05_SUS - 0.2v - 0.4v

PP5V_S4RS3 0.8v-1.3v playing up and down.

No up and down all the time from 0.5v to 2.1v PP1V05_SUS a littel bit lower...cant find short on big coils

RTC_RESET_L 3.3V stable.

Still missing some; look at PCH's RTC block connections...
Post PCH_SRTCRST_L, PCH_INTRUDER_L and PCH_INTVRMEN.

Not really needed; voltmeter is good enough.

Also post PM_DSW_PWRGD and PCH_DSWVRMEN.

Mention any signal which not stable, fluctuating...

If 5V_S4 fluctuates, then PM_SLP_S5_L should fluctuate too.
Also check what happen with PM_SLP_S4/3_L.

Check if missing ones have fluctuation on corresponding enable signal.
Also check for short on them.

I don't remember if you tried SMC bypass mode...
