820-00165 (hangs on loading macOS) I have cleaned the ME

I have a board that looks like a ME problem but after cleaning the ME it did not fix it.
I went ahead and replaced the entire BIOS and cleaned the ME and still have the same issue.
I have performed a PRAM reset.

I have tried multiple different MacOS installations.

The thing just sits there no mater how long you wait.

Can you load Windows, or Linux?

I do not have a test partition with either

I will build one and circle back to this board.
