Check if other coils pulse too.
Also check ALL_SYS_PWRGD and inspect U1950 for corrosion.
Take a look at voltages from page 58 too.

ALL_SYS_PWRGD pauses , L7560 is steady 3.3V, L7430 pauses as well, ( when I trigger SMC_ONOFF). On page 58 non of the SO RAILS are present , 3. 3V SUS , is present ,3. 3V S4 is present ., 3. 3V S3 SWITCH is 0.063V on page 58

"pauses"
Pulses???

On page 58 check if S3 and S0 volatges pulse at least.
Be sure no short on any output rail.

Pin 3/U1950 pulses?
What about CPU cois (L7310/20)?

"and inspect U1950 for corrosion"

Then all voltages from page 58 should pulse too; apart of the steady ones.
Try new BIOS; search on the forum, already something uploaded.
Also try to start in SMC bypass mode.
