Getting my ass kicked by BS PM_SLP_S4_L issues over the last few weeks.
Minor Corrosion on U1950 and PP3v42 pad. cleaned up and replaced pad and chip.
Corrosion on U7701 and Backlight circuit currently just removed from board.

PPBUS_G3H - 8.6 V
PP5V_S5 - 5V
PP3v3_S5 - 3.3V
PP3v3_SUS - 3.3V
PPVRTC_G3H - 3.3V
RTC_RESET_L - 3.3V
PCH_SRTCRST_L - 3.3V
PCH_INTVRMEN - 3.3V
PCH_INTRUDER_L - 3.0V
PCH_DSWCRMEN - 3.3V
PM_DSW_PWRGD - 3.3V
PM_BATLOW_L - 3.3V with charged battery 0v with no battery
All SPI Term Resistors and traces test good

PM_BATLOW_L must be high on charger only; proper charger, of course.
If not, PCH will not start power sequence.

Did you try to start in SMC bypass mode?

I was using a 85W Magsafe 1 on DC Power supply but i guess that cable has finally died. Tried a known good 85w magsafe 2 with brick and now getting Batlow but still not PM_SLP_S4_l. Or any pulsing.

No pulse at all at PM_SLP_Sx_L signals?
Post PM_RSMRST_L, PM_PWRBTN_L and SMC_ONOFF_L levels.
Trigger SMC_ONOFF_L and check for drop pulse (3-0-3V) at PM_PWRBTN_L at same time.

No Pulse at all that i can detect. PM_RSMRST_L - 3.3V, PM_PWRBTN_L - 3.3V, SMC_ONOFF_L - 3.4V. PM_PWRBTN_L drops to .3 v when SMC_ONOFF_L is triggered.

Looks like PCH issue.
Heat PCH/CPU with good flux; just to burn eventually accumulated crap underneath.
