PPBUS S5 computing isns 8.6 v
PPBUS S5 other isns 8.6 v
PP5v S5 5v
PP3V3 S5 3.3v
unplugged the I/o cable still nothing
no fan spin !

L7520 pulsing at least?
If yes, check if other coils pulse too; maybe not the CPU once.
If no pulses, post PM_SLP_SUS_L, PM_BATLOW_L, SMC_ADAPTER_EN and PCH's RTC signals (the 4).

PP5v_S4RS3 present? If not, missing PM_SLP_S4_L more than likely. Any history liquid drop etc? PP3v3_SUS present? PPVRTC_G3H present and steady 3.3 volts?
