A DC multimeter should be good enough.
You will not catch the nominal voltage expected, but can see if pulse.
Just toggle SMC_ONOFF_L repeatedly...

I will try again, I know sometimes it takes a few trys, but I literally connected and wiggled those pads probably 50 times the other day.

Solder a wire on SMC_ONOFF_L pad and touch the ground (any metal plate of chassis), to simulate power button...

I have tried to short the pads with multiple tools, have soldered a wire, nothing is happening toggling SMC_ONOFF

Check for pulse on all PM_SLP_Sx_L signals.
Strange to get pulsing only L7520...
