820-00165 No USB activity

[No-Clean]

Board has some light corrosion un C7400 after cleaning that, replacing U7400 and clean BIOS board still has not USB activity.

PPBUS 12.6V
PPVCC_S0_CPU is 1.8V but never drops
CPU gets hot as if it is working
PPVRTC_G3H 3.3V
PLT_RESET_L 3.3v
U7100 27-28 and 17-18 measure normal

All voltages from page 11 are present

U6100 is new with clean BIOS and all its traces/voltages are present

Already tried heating up CPU, clean BIOS on a new U6100, Working SMC but same problem.
