820-00165 Power cycles

I have a 820-00165 no sign of spillage on the board. When charger connected it goes to 370ma then to 20ma twice then stays at 20ma

U1950 all pins except 8 pulse twice, pin 8 has 3.42v.

U7501
pin 23 - 8.58V
pin 12 - 3.3v
pin 13 - 2.3v ?? should it be 3.3v? no shorts here
pin 22 3.3v
pin 29 - 5v
pin 21 - 3.3v

Then
L7520 diode .385
L7560 diode .310
Also tried new bios with cleaned me.

U5110 reads
1-3.42v
2-gnd
3-3.42v
4-2.73v ??? should this be 3.3v?
5-8 - 3.3v

Any ideas appreciated.

All posted voltages look good.

This symptom goes from a simple resistor until CPU.
I Never saw a clear fix for it and CPU is the culprit many times.

Tried SMC bypass mode?

Check all SPI Bus Series Termination resistors and traces; found broken trace one time.
Inspect U7400/600, resolder/change them; U7400 failed one time.
Reball/change SMC; solved one time reballing.
Heat CPU with quality flux; helped one time, heating especially PCH side.

Heating Pch section with flux resloved the issue.
