Check all SPI Bus Termination resistors and their traces.
Be sure J6100 is clean.
Also check for pulse page 58 outputs.

I didn't ask that; check if all resistors have their correct ohm value!

If known good BIOS doesn't help, you may have PCH/CPU problems.
You can try heating it with quality flux, to burn eventually accumulated crap.
First check for pulse all power rails from page 11.
May have a broken coil, or damaged 0 ohm resistor.
