Power FETs are all fine, I even reflowed the bga ones to make sure they are ok but no luck

PLT_RESET_L also pulses?

Check all SPI Bus Termination resistors and their traces.
Clean/remove J6100.
Inspect U6101 solders.
Try known good BIOS.

Reball SMC...
