820-00165 PPBUS_G3H is 8.28V

No fan spin on this. Does 8.28V basically =8.1V on this board? what's the threshhold for PPBUS to satisfy?

Exact measured voltage depends by multimeter used too.
A reading in range of 8.35-8.6V, is good enough.

Sometime boards boot with incorrect PPBUS_G3H, so you should check more signals there.
Pay atention to battery bus first.

SMC cannot negotiate with ISL6259 the output voltage.
This happen because I2C battery bus is blocked, or SMC is bad; less probably bad U7100.
Check voltage and diode mode to ground on SCL/SDA lines.

smbus SMC 5 g3 SCL is 2.93V
SDA is 2.99V

SCL .523V drop and SDA is .519V Drop.

Going to swap the SMC

Well SMC swap went well. somehow fucked my SCL SDA as they were both shorted but at the ISL! replaced that shorts on sCL and SDA gone and 2nd ISL wasn't putting out proper voltages. 3rd try on ISL and PPBUS now at 8.65V but no fan spin. *face palm*

Step by step, you've got correct PPBUS_G3H at least.

Now check Power On Sequence signals and voltages.

S5_PWRGD is 3.4V
PP3v3_s4 is .8V diode drop red to ground is .379V
s4_Pwr_EN is 0V
PM_SLP_S4_L is 0V

Do you get 3V3_S5/SUS?
What about SMC_ADAPTER_EN, PM_BATLOW_L, PM_DSW_PWRGD, PCH_DSWVRMEN, PM_RSMRST_L, PM_PWRBTN_L???

/SUS = 0V
SMC Adapter EN= 0V
PM_BATLOW _L= PULSES 0.5-3V
PM_DSW_PWRGD,= 3.4
PCH_DSWVRMEN,= 3.24V
PM_RSMRST_L, = 3.3V
PM_PWRBTN_L = 3.4V

Did you take SMC from donor board, same model?

PLEASE post accurate information!!!

PM_DSW_PWRGD requires 3V3_S5.
PM_RSMRST_L requires 3V3_SUS.
So, correct your measurments...

Obviously not getting consistent voltage on the board. WHen i went to recheck PPBUS was pulsing again and ended up replacing R/C7105
3V3_S5 =3.34V
/SUS = 3.3V
SMC Adapter EN= 3.44V
PM_BATLOW _L= 3.34V and now steady
PM_DSW_PWRGD,= 3.4
PCH_DSWVRMEN,= 3.23V
PM_RSMRST_L, = 3.3V
PM_PWRBTN_L = 3.44V
PP3v3_s4 is 0V diode drop red to ground is .374V
s4_Pwr_EN is 0V
PM_SLP_S4_L is 0

yes. when I jumper the two points at top of board, i see the drop also at R5170. Oddly I have another board with SMC_ONOFF issue I just posted.

Replaced SMC and now I do get at drop at PM_PWRBT_L to .35V when jumpering SMC_ONOFF_L
Still 0V at 3v3_S4
s4_Pwr_EN is 0V
PM_SLP_S4_L is 0
