820-00165 pulsing rails

Hey there :)

I got another 820-00165 with some problems. It is in S5 State and nearly all other power rails are pulsing:
Lokked like someone else already worked on this board before. But no signs of liquid damage, all probe points look very clean.
The Board is taking 24mA - sometimes dropping to 14mA.

When i remove U8005 I got a steady fanspin and stable rails.
What I already tried:

-reballing SMC,
-flash new BIOS
-new U6100 from donor
-replace U8005
