As seen in schematic, U7100 is ISL6259...

"17 is 0.659 k ohm
18 is 0.655 k ohm"
I told you need to swith to ohm scale when measure between the pins; use diode mode to ground.
In fact, I didn't ask about resistance to ground on U7100 pins: "Post some voltages for ISL6259"

So, I'm waiting you reply...

Sorry my bad i misunderstood. ill need to do a bit more research tomorrow on my day off, my boss went ahead and replaced the isl chip anyway. Ill get you voltages afterwards if its still not working.

Okay good news. replacing isl brought us back to the last step. it turns off in bypass mode but dies without bypass.
r7151 is 8.56
r7152 is 8.56

He just replaced u5600 himself, now were getting 4v, so he replaced it the again and were still getting 4v.. im heading home now but ill check again on monday.

Why was replaced U5600?
Now must check for knocked off components, or broken traces.
Also check solders on the U7100.
And once again, I asked for the ohm value of R7151/52; resistor value, not resistance to ground, nor voltage.
I asked voltages for some pins of U7100, but never saw them...

When you get back PPBUS_G3H with correct value (8.5-8.6V), then check SMC_BMON_DISCRETE_ISENSE voltage.
