There must be the problem.
Check for corrosion around U1900; you may need to change the chip.
Inspect all caps from PPVRTC_G3H power rail.

So you have now 3.2V at PPVRTC_G3H, no more 2.2V there?
Please, post accurate information.

040 is very low value for PPVRTC_G3H in diode mode to ground.
That means PCH internal problem; if removed all caps from the rail.
You can try to heat with quality flux; may be just accumulated crap underneath.
