Removing R8168
L7130 =8.6V
L7520 = 0v
L7560 = 3.3 V
L7430 = 0v
L7630 = 0V

Removing 8166
128 mA

L7130 =8.6V
L7520 = 5.1v
L7560 = 3.3 V
L7430 = 1.2v
L7630 = 1.05V
L7320 =0V
L7310 =0V


Removing 8165

128 mA

L7130 =8.6V
L7520 = 5.1v
L7560 = 3.3 V
L7430 = 1.2v
L7630 = 1.05V
L7320 =0V
L7310 =0V

I hope you've removed first R8166 (not R8165).
Just need to know the exact moment when voltages came on.
Put back the other resistors and be sure these voltages are still there.

Now tell us if you get 1.8V at L7820.
 
Pulsing (35 mA to 140 mA)
I removed all the R8166 R8165 R8164 R8168 , one by one and all at one time...... No difference ...it is still pulsing...


After Removing R8167

it become stable at 130 mA

I tested this 5 Times.... these readings are final and tested

I was very clear: KEEP R8167 IN PLACE!!!

You've said to get voltages when removed R8166.
I supposed all other resistors being soldered on board.

I asked you about voltage at L7820 and you came back with current readings.

Is really difficil to help you.
As you do what you want, instead of what is needed.
