Liquid Damage

Had a main line short wouldnt boot. Removed short and it boots.
Flashing Folder
Checked U9300 found a short on PP1v8_SSD_Cold
Replaced U9300 short gone
I get 0v on L9340 and L9330
PP3v3_S5_SSD is 3.311v
Storage_LB_EN is 3.3v
Storage_EN is 3.3v
SSD_PWR_EN_L is 0v (when a line says EN L does that mean it goes low for reset or stays low?) I feel this is my issue
SSD_Boot_L 1.8v
SSD_PCIE_CLKREQ_L is 3.3v

Trying to find the root of where its all turned on. Seems that comes from CPU and Im missing but Im not sure if that circuit has a prior trigger or source that tells CPU to enable SSD.

Check J9600 for corrosion; clean it and try again.

"SSD_PWR_EN_L is 0"
Correct, as is active low; what "_L" means...

"SSD_PCIE_CLKREQ_L is 3.3v"
For same reason, this should be 0V; or PCH will not provide clock to SSD.

But you still miss 1V8 and 1V2 for SSD.
Check if SSD_RESET_L is high.

You must check all voltages with SSD/Lifeboat connected.
Also check diode mode to ground in both cases.
Be sure no corrosion there and good solders.

U9300 was a new chip from RossmannRepair. Dont have a donor board for this model currently. Diode readings will be a guess if they are ok or not. Obvious OL or 0 will be questionable

Diode readings on the pin 1-45 are as follows

1 .412
3 .749
5 .759
7 OL
11 .751
13 1.06
17 1.64
19 1.64
23 .750
25 .750
29 .361
31 .365
35 .562
37-41 .351
43 .430

Even Side 2-44
2 .460
4 .435
6 OL
8 .510
Data lines 10-28 are OL and GND is 0 which seems normal
30 .430
32 .430
36 .516
38-42 .428
44 .876

None of these scream bad but I dont have anything to compare to.
