820-00239 no boot

820-00239 board, was using it and it just turned off. No boot, no fans. No signs of damage

it draws 19.77v and 0.12 to 0.08 amps

CPU gets warm after a while.

L7030 gets warm when battery is connected.
TBA_PHASE1/2 12.5 v with battery connected and 13.0v without
