sorry, sometimes the page doesn't update with new answer. Here are the measurements:
Pin 1 0v (or -0.10v)
Pin 2 5.19V
Pin 3 1.75V
Pin 1 0v (or -0.10v)
Pin 2 5.19V
Pin 3 1.75V
Remove C6990/1 and check again.
If still low voltage at pin 3, change D6905.
If still low voltage at pin 3, change D6905.

I have checked pin 1 sorry, pin 3 is 1.75V
Then replace the diode; it is damaged.
