It was badly liquid damaged and a few resistors/caps missing on the board due to someone brushing it
It was turning on and working but no audio jack (not detecting headphones) and bluetooth not working.

After replacing the missing components and ultrasonic cleaning it is not turning on at all

20V on USB both ports 0.01A
PPBUS_G3H - 13V
PP3v3_S5 - 0.3V
PP3v3_S5 to ground - 500ohm

Edit:
PP5vS5 - 0V
P3V3S5_EN - 0V

Ok a bit of an update
I am very confused at this point. I cleaned the board and let it dry while trying to figure out what to do with it and clear my mind.

Now when I measure

PPBUS_G3H - 12.97V
PP1V25_VREF - 1.24V
PP3v3_S5 - 0.94V
PP3v3_S5G - 0V

USB - 19.4V 0.01A

Pin 1 - Not sure where to measure
Pin 2 - PMIC_EN_P3V3S5 - 3.25V
Pin 3 - GND
Pin 4 - PM_EN_PVXS5 - 3.38V
Pin 5 - Unconnected
Pin 6 - PP3V3_G3H - 3.38V

PPBUS_G3H - 12.97V
PP1V25_VREF - 1.25V

Back to work... I haven't done anything since my last post.
PP3v3_S5G - 3.3V
PP3v3_S5 - 3.3V

Originally there was heavy damage in the U3700, U2890, U3895 (i removed the plt_rst_l jumper as it was a hassle to keep such a long jumper just for the test) I've attached some photos. I went back to check all the components i replaced in these areas and everything looks fine.

The rest of the board looks pretty clean with no visible damage. I might give up on this one soon if it keeps on giving me different readings without doing anything other then waiting.
