Arrived with no liquid damage. PPBUS_G3H is 13V but PP3V3_S5 is fluctuating from 3.2V to 0v every few seconds.

What should be checked next?

replaced U7650 Q7680 Q7660 but no change

Any other voltage fluctuates?
Check other big coils.
Looks like board is power cycling...

L7030 is fluctuating.

remaining large coils are 0v
