You can compare with different board model, which also has ISL9239; is the same schematic.
U7000 is supposed to enable 3V3_G3H directly.
Check all resistors around it.
Direct comparison of diode mode and voltages with good board should help.
Did you try to reflow it?

Reflow ISL? I've replaced it 3 times now...
