Post exact ohm value for the short.
It is probably 2-3 ohm, low enough to heat something with 3-4V max.
Start with 1V and go high slowly, if needed; no more than 4V.
Do not forget to remove CPU heatsink.
Should be better to remove first R6999 and see where the short remains.

No need to inject voltage now; as the low value remains on the left side.
Lift L6995, to discard between U6990, or one of the 6x10uF caps...
