820-00840 Stuck on 5V

I think you had mistaken something. You mean U7650 right? And L7670 and L7690. If so, here it goes:

U7650
Pin 13 - 0.451
Pin 22 - 0.022
Pin 29 - 0.405

L7670 - 0.360
L7690 - 0.335

When I started measuring I found that L7670 was shorted to GND somehow(it was not before), so I went ahead and injected voltage in it and C3000 boiled. I removed it, short gone. So I removed the jumper wire from the board and replaced U7650 and went ahead on diode mode to measure what you asked. Those are the results, but still no power and no 3.3_S5 nor any voltage on L7670

0.490 now after replacing cap... It's better now as I'm getting steady 3.3V on L7690, still no voltage on L7670 though...

So you know U7650 area is good.
Now put back all resistors and remove the wires.

In normal mode, do you get 3V3_S5 now?
