Board very clean - no liquid damage.

Both USB-C Ports showed signs of damage. Cleaned up damage as best as I could.

On one port I get 5v 0.00a on the other port I get 5v 160mA but if I spin the charging cable around I will get nothing on this port (AMP meter does not light up)

PPDCIN_G3H = 0.01v

I starting to think the ports are bad but could be wrong.

These are the results for USB-C terminals. Do I still need to measure the LDO data lines or are these results below enough for me to need to replace the USB-C Ports? To me looks pretty conclusive that I'll need to change the ports considering the port pins were pretty messed up when I initially received the board.

You should check LDOs too.
Some values on terminal ports are bad, but can be caused by failed CD3215 chips.
In such case, you should get bad LDOs readings too.
 
U3100 LDO readings not good so I replaced the CD3215 and now they are fine and I am now getting PP3V3_G3H. However, I was getting 0v on PPBUS_G3H. Reflowed ISL9239 and now am getting 2.5v on PPBUS.

I am waiting for a delivery of ISL9239's and will change once received. Below are the readings for U3100 before and after the replacement
