820-00923 not charging.

820-00923 no water damage,
came with short on PP3V3_UPC_TA_LDO, i was replaced UB300 and UB400, now the Mac is on but not charging.
20v 0.6a with good know battery.
working fine just with charger or just with battery.
PPBUS with battery 10.6v.

Is the battery percentage reported correctly?
Check voltage and diode mode at SCL/SDA lines of battery bus.

yes the correct percentage.
charger and battery connected:
SMBUS__2/3_SDA_Q 0V 2 is O.L / 3 is 500
SMBUS__2/3_SCL_Q 0V 2 is O.L / 3 is 500
SMBUS__SMC_5_G3_SCL 3.4V
SMBUS__SMC_5_G3_SDA 3.4V
SMBUS__SMC_4_G3H_SDA/SCL 3.4 600
SMBUS__SMC_2_S4_SDA/SCL 0V O.L

Did you see any other lines connected to battery bus?
Don't waste time with irrelevant measurments.
Post diode mode to ground...

wait there is new news..
the mac TURN ON just with charger and charger with battery "alone" (without the battery data cable).
but with the battery data cable is NOT turn on.
the battery is fine with 100% charge was checking with other board.

The story is that the customer replaced by himself the battery and then it was not turn on..
the damage:
UB300 and UB400 was burned out i was replaced them and then this is the situation..
i have another good board to compare but i can find the problem 🤦‍♂️

when i connect the battery and turn in on , the voltmeter show 20v 1.4a and i see for one sec the backlight and is down to 20v 0.8a

suddenly im able to turn in on with battery but its not charging, 5V 1.4A.
can be ISL or something from the UB300/400 area?
