820-00923 stuck at 5v

Hi this is a strange one i have an 820-00923 stuck at 5v (Not strange yet) changed changed u7000 tested had 19v booting up , fitted in laptop back to 5v , took out and reflowed u700 incase it didnt sit properly, back to 19v , fitted in laptop back to 5v ,took out and changed u700 back to 19v , then i stopped for a cuppa and when i went back to it its back to 5v . Anyhow it turns out if i warm that part of the board it goes to 19v and then when it gets cold it gets stuck at 5v. Before i pull my hair out has this happened to anyone else ?

Any history available?
There could be accumulated crap under SMC, or CD3215 chip.
All 4 ports have the same behaviour, in both charger directions?
 
just came in as dead , no signs of spillage at all, but had been to another repair shop but couldnt really see any signs of the board being worked on , i did change all 4 cd3215 chips but 1 has steady 5v the other 3 cycle , same both directions

The problem should be located on the fixed 5V port.
The other cycle because the board tries to start.
Compare diode mode readings on LDO outputs between CD3215 chips.
