Please bare with me as I am not yet a pro with some of these issues. I purchased a lot of macbooks from a local school district. This 2017 macbook was labeled "shut off during osx black screen upgrade and now it will not boot. Not sure if the upgrade was the OS or bios.

Without the battery it is taking 20v and 1.33-1.37a. No startup chime or light on the caps lock. Fans Spin. Nothing on the screen.

Where do I start?

First of all, welcome to the forum!

Try PRAM reset 2-3 times as first step.

Did you test USB activity?
External video?

You can try full known good BIOS file, clean ME.

Tried the PRAM and SMC reset. The USB tester does not change at all when I reset the PRAM. Stays at 20v 1.43a now after power cycle. That could also be my usb tester not being 100% accurate. I plugged in a usbc to hdmi adapter and nothing is on the screen. No touchbar either. How can I test or try a good bios file?

If you do not have Medusa programmer, then need to remove SPI chip and flash it with an USB programmer.
Don't forget to make a BIOS backup first.
