820-00928 liquid damaged. getting 5v on usb c

getting 3.3_g3h

changed all c00 ics all 4, changed isl chip
u6903 pin 10 is 5v

d6902 pin 1 and 3 5v and pin 2 0.5v so lost on this one

if and when pretty has charge will turn on and right fan will spin real loud

More dificil to diagnose after you changed many things.
You must always measure something, before change components.

Did you solder exactly same code (C00) for all USB-C controllers?
Are you sure all have been perfectly soldered?
If only one doesn't work correctly, SMC will not allow charger function.

If machine starts when battery has some charge, means there is no problem on PPBUS_G3H, nor 3V42 powe rails.
And of course all secondary power supplies work.
You can have temperature sensor problem, or maybe trackpad not connected in that test.

You main problem is before ISL6259 I suppose.
Or it gets blocked from some reason.
Check all LDO outputs from CD3215 chips; voltage and resistance to ground (diode mode).
Also check CHGR_A/BMON, SMC_BC_ACOK and SMC_RESET_L (with charger only).
