Hello, i have this board, no visible water damage.
it go to 20v and stuck on 0.24a
PPBUS_G3H 12.61v

then i tested s0 line directly, it goes to s0 state
PPVCCIO_S0_CPU 0.9v
PPVCCSA_S0_CPU 1.045
PPVCCGT_S0_CPU 0v

U8605 gets a hot, to 40c

Try new full known good BIOS, just in case.

PP1V8_SSD_DRAM is low, 0.4 o 0.8v

Check diode mode to ground; compare with good board.
Other U9310 voltages are good?

Try to turn it on removing J9600..
