820-01041 : 20V, charges batt a bit, resets. Calpe not outputting ALL_SYS_PWRGD

Customer Says: "Replaced battery now it doesn't start up."

Sure enough it was an amazon battery, I've got a genuine working one on the bench right now.

3V3_G3H - Present
3V3_G3H_RTC - Present
5VG3S - Present
AWAKE - All present
SLPS2R - All present
ALL_SYS_PWRGD - not present
SSD 2.5 - Present
PPBUS - 12.6

What else goes into getting ALL_SYS_PWRGD or is this a bad PMIC? Could it be T2 firmware? I know I'm blanking on other bits

ALL_SYS_PWRGD doesn't come high before CPU core voltage.

Inspect for broken trace, knocked off component, damaged connectors.
Test the board alone on the desk; any pulse (at least) on big coils?

looked it over again, no missing anything that I can see

No pulses on PPVCCGT, CPUCORE, PPVCC_CPU, PPVCORE using oscilloscope (battery disconnected. same result with batt connected)

PPBUS actually is rising from 12.6 to 13V before the adapter resets and 20V is negotiated again with my tester battery

iGPU (VCCGT) doesn't come until some graphics load is detected.

GPU voltages also missing (not pulsing)?

I'll go over the intel steps again, i think it was all there maybe not

is there anything else I can try before data go bye bye
