I GET 5.10V WITH 0.27A FOR 7 SECONDS THEN IT CYCLES AGAIN

PPBUS_G3H = 12.23V
PP3v3_G3H = 3.30V
PP1V8_SLPS2R = 1.8V
PP1V8_AWAKE = 1.8V
PP1V1_SLPS2R = 1.1V
PP0V8_SLPS2R = 0.79V
PP3V3_AWAKE = 3.29V
PP1V2_AWAKE = 1.20V
Could u3100 be bad

yes it shows 5v for 7 seconds then turns off and back on over and over

Check and compare diode mode readings (with good board) on all big coils.
Test what happens with known good battery (holding some charge).

i put a working board in to check battery and keyboard all good i charge the battery
when i put back bad board it works from battery but the tpe c closes to screen only says 5v and the other one
no voltage when i take off battery it goes back to five volts is U3100 bad

the big coils on both board are the same

Compare diode mode readings around U3100/200.
Pay atention to CC1/2 lines.

Changing U3100 is a good option; is that is the affected channel.
