820-01598 Stuck at 20v

Board only pulls 20v, .03 Amps.
I have replaced U7000
C7030 and C7040 pull about .300v.
Q7030 pin 10 gives me 20.55v, pin 9 is .146v, pin 8 is at 5v. I have already replaced Q7030.
What am I missing?

Don't waste time on charger circuit, if already got 20V on USB-C port.
That implies good communication between T2 and CD3215 chips; impossible without PPBUS_G3H and 3V3_G3H_RTC.
Unless you only get 20V with battery connected too.

Did you try DFU?
What about SSD and G3S voltages?
