The system works well with only battery connected but not charging with only charger plugged in it draws 20v with 0.00 current
I tested another working board with charger only it draws 20v with 0.043mA I think this board should do the same if it's going to charge

If you don't use dots and commas on their places, is dificult to understand you correctly.
Do you mean the board works with battery alone, but doesn't turn on at all with charger alone (without battery)?

PPBUS_G3H is 10.54 with battery.
The board does not turn on at all with charger alone, but turn on with battery conncted

I've gotten 96W charger, The board does not turn on at all with charger alone it draws 20.56v and 0.08mA without battery plugged in.
Draws 20.56v and 4.54A then goes back to 0.00mA with battery connected

Check the voltage when you have 4.5A and 0A consumption too.

Check R3021/5 and RB241/2.

When macOS is loaded, reports correctly the battery percentage?

0.2V is high too much for CHGR_AMON, if machine doesn't turn on with charger alone.
Check ohm resistance over C7023.
