Did you try DFU revive?
If no important data, go directly for restore, instead of revive.

Why did you touch U7210?
Did you get RAM and PCH voltages, to search for CPU core?
You didn't mention other voltages, apart of fans runing.
Really strange to get fans runing, but can't complete DFU.

Be sure to use original 96/140W charger.
Connect the correct charger to the target machine.
Also, be sure to connect USB-C cable for DFU to dedicated port.
Do not expect image on target machine, when in DFU mode.
Be patient, sometime is not easy to get it in DFU...

As I said, CPU core voltage is on tha last to appear; only iGPU core will come later than it.
Do you get L7700/01 and L7330 voltage?
BTW, why do you expect exactly 1.5V on CPU core?
This voltage is dynamically adjusted.
In fact, it must drop to 0.55V when board boots.
Try to make you understood more easy.
