This board was cleaned up before I got it and was told there was some water damage on the underside. There looks like there my have been liquid around U7210/U7220/U7230. All 3 coils L7210/L7220/L7230 read on diode model -0.001v. Am I correct in assuming the Cpu is fried? before I spend more time on this board.

Liquid on the CPU power supplies can be letal.
CPU coils have low values as normal.
You should compare in ohm scale with good board.
Even if no short, CPU can be already damaged...
